The company that owns the pilot air carrier, Harbour Freight, said the project would cost about $150 million, but it could expand to a larger aircraft if it was deemed necessary.
The project is part of a broader effort by the Chinese government to modernize infrastructure, including a proposed new airport and an industrial park in the northern province of Henan.
